Supporting Innovation in
Community Health Care
Proactive FQHC is a 501(c)(3) nonprofit organization that advocates for and supports Federally Qualified Health Centers (FQHCs) and Tribal and Urban Indian Health Centers across the nation. We work at the intersection of community health practice, innovative health technology, and public policy to advance preventative care approaches that support early detection and improved patient outcomes, particularly in underserved populations. Through collaboration with community health centers and continuous engagement with legislators, policymakers, and technology innovators, we help inform preventive care incentive structures while supporting the practical use of proactive screening and workflows in clinical settings.

Richard S. Parenteau
President
Management and business operations CEO, Director, experience with
product development, start-ups, scale-ups, and high-growth
high-tech companies. Mobile apps (iPhone, Android), medical apps,
HIPAA, infrastructure and operations. Public Health remote care
management and clinical decision support platforms.
Mark Heinemeyer
Director
Mark is a mission-driven CEO actively deploying and scaling
meaningful innovations in precision medicine and care delivery.
Senior executive roles in health system management and multiple
acquisitions, spin-offs, turnarounds, and start-ups. Advocates
informed collaboration between clinicians, care givers and
consumers.
Thea Enache
Research Project Analyst
Public health & Computer science student at San Diego State
University & minor in Statistics. Strong foundation in data
analysis & data-driven approaches to health challenges. She wrote
& secured funding grant to manage and successfully implement a
public health project in El Bailadero, Honduras, to address health
challenges faced in the community alongside community's guardians
of health. Researcher in Sekeh Lab on drug-target interaction
optimization paper, using convolutional neural networks,
transformers, and domain cross attention techniques. President of
Students for Public Health. Events Coordinator for Association of
Computing Machinery. Fluent four languages.
Alyssa Klein
Maternal Health Project Analyst
Fourth-year medical student at Tufts University School of
Medicine, applying to fall Obstetrics and Gynecology residency
programs. Public Health and Psychology undergraduate at the
University of Washington, with a Master of Public Health from
Johns Hopkins University. Research experience across clinical,
laboratory, and public health settings, with research in stem cell
at Stanford, preeclampsia and cardiovascular at Columbia, and
public health at UC San Francisco. Contributed to national health
initiatives working at Stand Up To Cancer and Americans for Cures.
Her passion is advancing reproductive health equity and
integrating public health perspectives into clinical care.
Adrienne Yue
Clinical Project Analyst
Pre-med student at Tulane University School of Public Health and
Tropical Medicine. Researching health outcomes amongst vulnerable
populations. Researching protein pathways in Aedes aegypti
mosquitoes and the mechanisms behind vector-based diseases.
Conducting research and compiling policy briefs about current
events/topics such as the COVID-19 pandemic, climate justice, and
new medical developments.
Helena Detering
Economic Impact Project Analyst
UC San Diego undergraduate studying Economics with a minor in Cognitive Science. Health economics research and analysis experience on several topics including Medicaid, federal policy impacts, COVID-19, and child vaccination rates. Diverse set of interests includes healthcare/public health, policy, economics, cognitive psychology, data analysis, and the product life cycle. Enthusiastic about the use of theoretical knowledge to address real-world challenges.
Hilal Aouam
Media & Communications, Project Analyst
Freelance writer and journalist specializing in the Western
Balkans. A Wikipedia specialist and one of the platform’s most
prolific contributors. Has worked in digital marketing and public
relations with clients such as Kalshi, and in wildlife nonprofits,
including Morocco Animal Aid and Four Paws. Fluent in four
languages.

Technical support for the Proactive FQHC website. Experience with
website maintenance, updates, and infrastructure reliability.
Focused on ensuring stable performance and smooth operation of
HIPAA-compliant medical software.
Proactive FQHC Advisory Panel
The Proactive FQHC Advisory Panel leverages their personal and professional networks to help build connections in support of the Federally Qualified Health Center (FQHC) community.
Panel members support our mission, open doors connecting us to helpful individuals, organizations, and community partners. In partnership with our staff, the panel helps us share our information with local FQHCs and look-alikes to assist them consider efficient ways to provide health services earlier and when practical in-home.

- Commitment to understanding and sharing the mission of Proactive FQHC.

Shane Curd
Vice President of Product Marketing
Results-driven healthcare product marketing executive with more than 25 years of proven success developing and launching global digital health and data-integrated medical device solutions for industry leaders, including Masimo, Connect America, and NantHealth. Renowned for strategic vision and leadership, Shane consistently delivers product innovation, market adoption, and sustained growth across payer, provider, and consumer markets. He is currently spearheading AI-driven engagement initiatives to broaden access and deliver personalized care for underserved communities.
Carly Panchura, MPH
Product Management & Strategy Leader
Product management and strategy leader in health technology and digital health, with experience building and scaling solutions in remote patient monitoring, EMR/HIE integration, and AI-powered virtual agents. She also has extensive expertise in the regulated medical device industry, spanning operating room integration, AI-driven workflow automation, and cardiac wearable technologies. A strong advocate for amplifying patient and provider voices, Carly serves as a Board Member and California State Advocate with the Arthritis Foundation.

Obstetrician-gynecologist

Wes Madden, RN
Vice President Hospital Automation
Seasoned healthcare technology leader with a clinical background
in nursing and extensive technical experience with integration of
global medical device initiatives. Primary focus is delivering
scalable, interoperable solutions that improve patient care and
operational efficiency. Continuing to build safe, resilient and
reliable integration strategies that minimize risk, improve
patient safety, and ensure critical data is always available when
and where it’s needed. Helping clinicians provide more direct
patient care and oversight while reducing their screen or device
time.

advocacy, education, and support for proactive health screenings at

tax-deductible as allowed by law and directly support our mission to
enhance early disease detection and improve patient outcomes.
